Sex offender forced to flee home

A convicted paedophile has moved from his home in Falkirk after his address appeared in a national tabloid.

Ross McKinnon was jailed in 2007 after a joint operation with Scottish police and the FBI discovered 31,000 images of naked children on his computer.

Since his release, the former Boys Brigade captain had been living in a council flat in St John's Avenue.

However, in the last week, the word "beast" had been spray-painted on the flat and windows smashed.

The Sun newspaper printed details of the 34-year-old's address and his crimes last Friday after he was spotted by a registered childminder who lived nearby.

The council said the management of sex offenders in the community was a "sensitive" issue.

In light of McKinnon's case, a joint statement was issued by MAPPA, the agency which controls where registered sex offender will live, and Janet Birks from Falkirk Council.

'Address profiling'

It said that "careful consideration" had gone into deciding where McKinnon would be placed upon his release from prison.

The statement added: "Public safety is the key element of our management protocols.

"A basic premise of our approach is that individuals or their cases are not discussed in public.

"A decision on whether to make a public disclosure is made on a case by case basis, and is reached after full consideration of all the circumstances by the partner agencies."

Ms Birks added that the council did not comment on individual cases.

She said: "The management of registered sex offenders is a sensitive and complex area of work which involves the police and a range of other agencies.

"This is undertaken under the auspices of the MAPPA process (Multi Agency Public Protection Arrangements) and within the National Accommodation Strategy for Sex Offenders.

"This involves the process of "address profiling" whereby a range of factors are taken into account prior to the offer of a tenancy being made."

Following his conviction at Falkirk Sheriff Court in October 2007, McKinnon was sentenced to 20 months in jail with 15 months on licence.

He was also placed on the sex offender's register for 10 years.
