Citizenship for kids still tall order

Will the time ever come when all Japanese, be they full-Japanese, half-Japanese, quarter-Japanese, naturalized Japanese, or whatever their Japaneseness may be, will be recognized as "Japanese"? Or, will all gaijin ever be treated equal?
